There are performance improvements with almost every new driver branch, they are just not universal. The big difference with AMD here is that NV's DX11 driver is pretty much maxed out - has been since before the 980Ti launch actually - while AMD's DX11 driver is still all kinds of slow so there's naturally more room to improve. When you look at the DX12 and VK results, NV is gaining with new drivers there no less than AMD does as these new APIs are still far from being fully optimized within the drivers, for both vendors.
