My overclocked GTX 1070 ran that a lot smoother than your GTX 1070ti, at least according to how it looks in that video. Maybe the video recording overhead lowered your fps, or maybe the video playback makes it feel more jerky than what is actually experienced running the demo for real. For example, on my system the manakin portion of the benchmark is totally smooth with no periods of jerkiness, some other scenes were also more jerky in the video. Having said that I know I'm getting over 30fps in the manakin section, but definitely less than 25 fps for pretty much the rest of the demo. My VRAM is overclocked quite a bit higher than yours too, so that might be a factor.

This allowance of RTX on Pascal cards is a bit of a curiosity, I think the best case is that it could be useable if ray tracing usage is very limited & in very simple games.
