You can easily verify if it really works (I doubt it honestly):
Install and launch the Windmill Demo, then select 45 or 50 or 55 for FPS, toggle the Freesync Switch ON and Vsync OFF - if you can see tearing with these settings near the windmill's blades then you doesn't have Freesync.

Like I said it seem some sort of sync happening, What ever that is I would love to know but its not freesync..
Your monitor is missing Key Hardware to support Freesync.
1. DisplayPort
2. The chip inside the Displayport for adjusting refresh rate on the fly to match frame rate.
Is it possible you can somehow show the refresh rate matching the frame rate? if you can do this then we can accept freesync is indeed "SomeHOW" Working.
I going to guess here and I believe AMD has some sort of Triple Buffering going on when Freesync is enabled inside drivers. Maybe Low FrameRate Compensation? LFC

I would like to report that setting the freesync range to 59-75 works to some extent on a Samsung 21" B something monitor, but it only works for that particular range only, and anything below or above causes the monitor to go blank.
