You can find DirectML Media Filters in Radeon Settings.
Go to Gaming -> Media. When opening e.g. a Screenshot captured with Radeon Settings (CRTL+SHIFT+E) you should get an Edit-icon in the top right corner. There you have options for upscaling and noise reduction.
But there are some issues with these ML filters:
- Saving media always result in an error.
- Importing own images isn't possible. File formats are in the filter for Adding media to the gallery, but I can't choose any. Adding videos works, but there are no ML Filters available for videos.
- When copying images into the storage path for media of radeon settings, images appear in the gallery, but they won't get the edit-icon.
Maybe it works for you, but I guess AMD still has some work to do for this feature

Something that I hate about the Gaming world in general is the idea that it's completely ok to pay for something(sometimes at a premium) and receive a bad product filled with bugs, issues and problems.
It happens with AAA titles, GPUs, monitors, mice...you name it.
I wonder if its because of fanboyism. The idea that "Oh my brand new overpriced hardware/game/whatever doesn't work properly but it's okay, since X company is amazing and they will fix it for sure!"
