thats not how utilisation reporters work lol.
think i work it out windows 10 showing the extra ipc has clockspeed vs zen 2 could be wrong ofc 4.7+26%ipc =6ghz so need window 10 update to show correctly

UPDATE : So in my case blocking Radeon Software : Host Application in the firewall has not improved the CPU usage.... after closing the window the RadeonSoftware.exe remains in background causing 2.5-2.6 % CPU usage on a Threadripper 3rd gen... which is not small...
Im gonna do a DDU install and also turn internet off on install and block the exe as well for a test. Its been annoying but not deal breaking.
Let me know please if that solves it... Clean install + DDU has not helped in my case, maybe blocking will do something...

It did the same when I was using my 1st gen TR system with a 1920x. So I know its not this hardware. I even tried my RX 480 for a test, same thing regardless of gpu or rig. Its something in the driver.
