Yes, there was no trailers and marketing campaign about this game yet but there was one UE4 demo at which Randy Pitchfork said the game is in the works already. So, you just added your own 3 cents to confirming the game

Yeah I remember hearing that the game had been mentioned as something Gearbox was working on but there's not much to show yet so I guess they're waiting until they have something more substantial to reveal like a full trailer video or at least a teaser.
Even if Pre-Sequel wasn't the most popular entry Borderlands 2 alone and how it was received and sold would probably have ensured a third game somewhere down the line, guessing it'll have a similar mix of free and paid content of varying size and then probably more sizeable DLC too since it worked well for Borderlands 2 and Pre-Sequel and Unreal Engine 4 this time should make for a interesting engine upgrade and also for the actual maps and environments in the game.
Usually not too many reveals from the Atiapfxx.blb file though, driver .dll likely holds more up to date profile data and over time I wouldn't be too surprised if the file was removed entirely and they just keep to the .dll files instead with the stand-alone profile updates being scrapped years ago and atiapfxx.exe itself was removed in the November 2017 drivers I believe.
Changes like that take time though and there's other priority fixes and changes that are more important, mouse cursor lag issue with multi-monitors for example really shouldn't have persisted since 18.5.1 or even before to pick one from the list of current known issues.
EDIT: Think one of the more interesting profile reveals was Halo 3 when Kn00t was updating his website with AMD driver profile findings but ultimately nothing came of it and Microsoft probably silently backed from porting it over.
