Normally it shouldn't however with 18.12.2 Microsoft also released a driver that was a few days newer (18.12.2 was dated December 6th even if t was released December 13th.) so for anyone not having disabled Windows Update handling device drivers this overwrote 18.12.2 / Adrenaline 2019 with whatever was on the update catalog from Microsoft's server.
That shouldn't happen with 18.12.3 however dated December 17th so that's a bit odd if it happened again with a more recent driver release.
(However Catalyst Settings might go WTFMan and suggest 18.12.2 as a newer recommended display driver but it won't do anything unless you tell it to start the "update" to this driver.)
EDIT: Oh right, if two drivers have the same version number (25.20 here for this driver, I believe is the one used not the 18.50 package version.) then the newest file date wins.
Are you on an Insider build? Normally Windows Update should not override manually installed drivers.

Installed this driver and after restart radeon settings notifies about newer driver available. Installed 18.12.3, radeon software suggest 18.12.2 as newer driver to update to.

Fan speed stuck on 48% never shuts off with these despite gpu reading 16c, no problem on last set.
Just rolled back to 18.12.2 & the fan is working as it should, tried installing the newer ones 3 times could not get the fan to shut off once it had kicked in no matter how cool the gpu got.
Got a response from amd on it

Nothing new for the profile file, INF though has additions for a range of GPU's under Stoney Ridge compared to 18.12.2 which should be this:
