For those with stutters or performance issues you might want to try the new optional cumulative from Windows as they seem to have a permanent fix in place for the performance regression caused by an earlier update.
Do you have a KB number? Some recent CU was insider only I think.

Looks like display and power consumption was also slightly fixed though multiple displays still put the GPU at a higher clock speed.

New AMD 21.6.1 Radeon drivers finally fixed 144Hz consuming 31W while on desktop, now it just uses 6W to 8W ( LG 27GL850 ). This was my main issue.
