Download the AMD Catalyst 13.11 Beta 9.5 driver. This Beta driver works with Windows 7, 8 and 8.1. This driver revision tesolves the issue of AMD Overdrive missing in the AMD Catalyst Control Center for the AMD Radeon R9 290 Series graphics cards. It resolves intermittent flickering seen on some AMD Radeon R9 270x graphics cards. It resolves graphics corruption seen in Starcraft and improves frace pacing results in AMD Quad CrossFire configurations for the following: Hitman: Absolution, and Total War Rome 2.

I think you can remove this thread from sticky because 13.12 WHQL is 13.11 9.5 beta WHQL version so...

@remedy : 13.11 beta 9.5 is still widely used, and no need to ask to remove sticky, besides the one that decides whether to sticky or unsticky a thread is the moderators, not the users.

i still remember that in the past, there are 3 or 5 driver thread stickied.

except for useful thread, like DDU, it finally got stickied after it proves itself, and also after a lot of people asking why is it not stickied.
