The new GeForce 331.40 beta driver, is now available to download. An essential update for all GeForce GTX users jumping into the Battlefield 4 Beta, 331.40 beta ensures maximum performance and system stability in the shooter’s eagerly anticipated pre-release test.
Rounding out 331.40 beta is a whole host of profile updates, adding new SLI profiles, updating existing SLI profiles, adding new Ambient Occlusion profiles, and updating other profile elements for optimum game experiences:

Implemented Horizon Based Ambient Occlusion plus (HBAO+) for DirectX 9 and DirectX 11 applications.

The compression is not driver related. It's been that way forever now. In case you missed it I edited my post with example images, take a look.

The UI problem really is not worth fixing because of that IMHO. Use a better image viewer.
I means the bug that shown by upload to YouTube.

Not related, it converts whatever you open to jpeg. I know this only because it's exactly what happens when you apply a wallpaper. Same compression. When you apply the wallpaper as a PNG in ifanview it makes a copy of the image somewhere in windows to avoid compression, but if you save the theme as a name and reapply it the PNG is converted to a jpeg.
It's google-able. http://www.eightforums.com/customization/5399-windows-degrades-desktop-background-images.html in that thread the problem was fixed on the second page by applying the image as a background though firefox, another used faststone(?). irfanview also works.
I can only assume the photoview does this because it's easier to zoom in and out with a compressed image, no idea why it does it for backgrounds.
