I have it only for screen tearing.
If i enable enhanced v sync in amd panel, even if i enable v sync in game or deactivate the fps are above 150 and i have screen tearing.
It is possible that enhanced v sync to not work with all games?

Then just capping with drivers option or afterburner will be ok in your case, you shouldn't get any tearing.

I'm not sure if this is placebo effect or something has actually improved but after clean install of windows 10 1909 i notice games run smoother. In some cases noticeably slightly higher fps and frametimes. Maybe in this build of windows cpu scheduler is better optimized for ryzen 2 (i'm using 3800x) and that's why i notice such changes in comparison to 1903.
That's because in Win 1909 sheduler gets #bettered
(in short) It shedule the CPU tasks more efficient, faster cores gets Higher priority.

I think the UVD is borked when used in parallel with true full screen programs (disabled fullscreen "optimizations" from Windows).

In heroes of storm(blizzard) i have v sync to on (60hz monitor).
A few times the fps stuck at 40-45 fps until i alt+tab and then is okay. Have anyone seen this?
With no v sync i dont have this problem.
I do not play this game but as general workaround in such case i would disable vsync and cap framerate with any other available method unless you are using vsync to achieve something else.
