Even the port royal isnt so punishing for amd cards. It makes no sense using something as a regular benchmark that favors one side so much.

Why?
It's a benchmark that uses DX12 Ultimate and Vulkan, period.
If DX12 Ultimate/Vulkan features can use Nvidia specific hardware, the problem is in AMD only, because the code is the same for all GPUs.
My results (24/7 OC, stock cooler MSI RTX 3090 Gaming X Trio):
