Many people have now ryZEN based PCs.
If You can add (in the future) some ZEN 2700X/1800X comparison it will be nice.

Just curious...do the fans need to run at full rpm to get the illustrated brightness, i have Corsair ml 140mm white led fans in my case and on my Corsair h110i gt and at low rpm(600 ish rpm) they have very dim led lights

I only have one (personal) platform. Overall - you've got a good idea, but it's not possible from my side at the foreseeable future.

No, it doesn't affect the brightness. It shouldn't as the fans are "fed" by 12V, PWM only regulates the rpm.

My Corsair ml`s are pwm and they only reach full brightness when they are turned up to full rpm

I personally had only non-led ML's, so I can't tell you how it was on my side.
