Video starts to get bottlenecked if one or more CPU cores is around 90%+ occupied.
Looking at overall CPU use isnt useful unless its at 0% or 100%.
ie 10% CPU use could be 40% on one core and 0% on the others.
Overall CPU use tells you very little.

CPU Bottleneck? I don't want to believe!!!!
But alas, I must concede :-(
I ran the test again a few times, and all of those times, my cpu % was 70-90% while the 7950 never went past 75%, it stayed between 60-75% the whole time the benchmark was running. So i guess this is confirmation that it's a cpu bottleneck? If so, is there any remedy other then replacing my cpu because i just don't have the money for that right now :-/
I have also have no experience with cpu overclocking either.
You can do two things really,
1 - overclock
2 - Accept it. If the game runs good enough for you, (and 31 FPS is average I know) why create an issue that you can't solve ?
But yeah it's the CPU holding you back.

Very nice review, but with your conclusion for a single card 1. 7970 - 2. 680
I don't agree there, only in that big res, the gtx680 owns the hd7950 by only a bit.
So I'd say the second place is for the hd7950 with boost, also the price difference is fairly big.
Most people play on 1080p or 1200p.
