ASUS did a solid one on cooling here. MSI can get there as well with that whopper of a cooler, but they deem 70c acceptable (which it is of course), however went for sheer and total silence. It's a choice.

The cooling performance is very good on this one.
I mean - in the next MSI review, it's 10c difference. Is this correct? TUF coolers used to be trash, but I do hope they have improved them.

Thanks for asking this question - I was also baffled! 62C is mind blowing and like Cryo said a huge difference. But way lower temps also seemed to translate to higher clocks, the TUF was sitting at a stable 1980 while the Trio was at 1930 if i remember correctly. Do you feel that the sound profile on the TUF was quite loud or annoying?
I have the 2080 Gaming X Trio and I had to set a custom fan curve since I feel the default one is too focused on silence making the GPU run pretty hot.
Also makes me wonder how great the Strix will be if the TUF cools this well.
