Included is everything you need, there are not a lot of components you need to assemble as for Intel the kit uses a push-pin design, not my favorite, but it works.
For a 28 euro costing cooler, it is still capable of drawing 120W of energy. That 120W is actually more than enough for most common usage with your processor (if not overclocked).
TIM / Thermal paste is already applied for you. For Intel you simply position it and use the push pins (rotate to the right and push down. For AMD you will receive a retention clip. Both allow for easy installation.
Once you installed the cooler, just connect the fan connector to the FAN header on your motherboard. In the BIOS set fan RPM to normal, and you should be good to go.
