Download Intel HD Graphics Driver for Windows 7 and 8. Version 15.28.10.2897 for Windows 7 and Windows 8
This software driver package will install the Intel® HD Graphics driver for:
2nd Generation Intel® Core™ Processors with Intel® HD Graphics 3000/2000
3rd Generation Intel® Core™ Processors with Intel® HD Graphics 4000/2500
These drivers will not function with any other product. View the README file for installation information and the RELEASE NOTES for driver version details. This driver package contains version 15.28.12.64.2932 (9.17.10.2932) for Windows 7* and Windows 8*.
The system must contain one of the following Intel Processors:

There seems to be a VSync bug with the latest Intel HD Graphics driver (15.28.12.2932/15.28.12.64.2932)
If you change VSync from "Application Settings" to "ON" from Intel Driver(Intel Control Panel) and then play a game in Fullscreen and change the in-game VSync from ON to OFF it will cause Black Screen (and will remains black, sometimes with random pixels on the left-side of the black screen)
*Tested on Desktop with Intel HD2000, and Laptop with Intel HD3000 on various directx games
The vsync bug seems to only affect DirectX games, but i don't have OpenGL games to test it further (i was testing the OpenGL from Unigine Heaven DX11 Benchmark)
