Desktop / 2D flickering is still not resolved for my HD 6950 Flex.
It's just hopeless isn't it? :/
Any other HD 6000 users still suffering from this?

http://www2.ati.com/drivers/13-1_vista_win7_win8_64_dd_ccc_whql.exe Seems to work as another download location straight from AMD (not sure if it worked before or not; OP has the link from Guru3D though)

Thank you sir... I don't know if you are member of that German forum where the author had released that tool, just to make him AWARE that his tool have been broken by this newest driver and probably any Drivers from now on...
And to tell him that his really appreciated by me!
And now, I cannot enter my games anymore because they are set for an higher resolution that is not currently valid... I have to delete all my games' settings or enter the games in safemode, if there's one...
Thanks again!
I would imagine the author will know pretty soon if he doesn't already, there will likely be many forum members experiencing the same issue. I will however keep an eye on the forums and make any fix available here.
Also, it might be quicker to roll back to the 12.11 drivers and then change back to your displays original resolution from the game settings.

OK... so it's not an issue specific to the 79xx cards.
I wonder if I can install the sound driver from the 12.11s and use the drivers from 13.1... anyone want to try it?

What's happening is that you're falling back on the Microsoft one.
Can you try double checking it?
It should look like this... but yours will say microsoft in the section for controller...

I had this on 12.11 (on a 7970) but haven't seen it yet on 13.1 as its pretty random,i thought it was to do with 2d/3d clock spike but if it is GPU-Z's monitor is'nt catching it....will keep an eyeout for it on 13.1 and report back

Some quick benchmarks til we find if the 13.2 BETA is worth installing:
12.11 BETA 11:
13.1 WHQL:
Not sure where the minimum FPS came from in the last result. Will update with 13.2 if they are safe to install.

Official response from AMD rep about the issue of not being able to install the HDMI driver... for anyone who uses it:
Right now, I just sent an email to the guys spearheading bug wrangling at AMD. They're friends of mine, and they sit three rows of cubes over for me in the product management team. I see them every day. Tomorrow I will walk over to their desks and get this added to the bug tracker myself, if it's not already on there in the morning because of this email. I included links to every source you provided.
I can't say much more, but I've made it a mission of mine to get more invested in drivers in 2013. I'm now sitting in on the twice-weekly status meetings (Tuesday and Thursday), and it's important to me both as a gamer and as an employee of AMD. Radeon HD 7000 isn't just somebody's product at AMD, it's my product when it comes to marketing. To all of you, I am the face of AMD, and it reflects poorly on me when I can't say something about the driver or can't provide a status update.
Credibility is my only currency, and I'm going to strike it rich this year. I just ask for you guys to work with me, to submit very specific bug reports w/ hardware and repro steps so I can have our teams try to recreate your scenarios. Together we can make this better, and I hope I have your trust and your patience to see it through.
Thanks,
Robert

Does anyone know why CCC isn't detecting my tv or built in display, with this version or any previous versions?
All I get on the control panel is this.

It should look something like this, that's also how it looks on my pc. I'm hoping if I get this displaying properly I can stop it from switching to 1080i in DX10/DX11 games.

You're on a laptop with AMD Enduro technology, a.k.a "muxless switchable graphics."
You cannot use Catalyst Control Center to manage monitors in this case; you need to use Intel Media Control Center to do this.

Should I just install this over the BETA? I don't really feel like uninstalling, etc.

Tried to install, but before the installation is complete i get "signal out of range"
how do i fix it? i would have go to safe mode and change the resolution to 1080p but i dont even know if the driver is installed.
Used Driver Sweeper+ccleaner before doing it. anyone?
