AMD Catalyst Driver for AMD Radeon™ HD 4000, HD 3000 and HD 2000 Series
AMD has moved to the AMD Radeon™ HD 4000, AMD Radeon HD 3000, and AMD Radeon HD 2000 Series new driver support model. These updates will focus on resolving application specific issues and critical updates. The reason for the shift in support policy is largely due to the fact that the AMD Radeon HD 4000, AMD Radeon HD 3000, and AMD Radeon HD 2000 Series have been optimized to their maximum potential from a performance and feature perspective.

both AMD and Nvidia have their cards made at TSMC
both the Xbox Next and PS4 are rumoured to contain AMD GPU's
so, from the last point, you can deduce that Xbox Next and PS4 GPU's will be made at TSMC
both Microsoft and Sony want to have enough units to meet demand when they go on sale
the Xbox Next and PS4 GPU's will have a higher priority at TSMC
due to the demand for the Xbox Next GPU's and PS4 GPU's AMD and Nvidia GPU's are of a lower priority
AMD are okay with the lower priority because they get sales regardless through the console GPU's
Nvidia relents, it allows them more time to tweak their hardware
neither AMD or Nvidia want to admit this is the case
end result is, both next gen GPU architecture series are delayed

Orrrrrr they dont need to release refreshes as they already have beast cards. AMD has struck gold with its GCN architecture, and Nvidia have released a very power efficient architecture suitable for gaming.
Add to that the trend that the gap between generations of GPUs is about 2 years, give or take. Nvidia: GTX280, June 2008, GTX480, April 2010, GTX680, March 2012. AMD: HD4870, June 2008, HD5870, December 2009, HD7970, January 2012, and now, HD8xxx, possibly Q4 2013.
Of course, this wont be on 28nm if its not a refresh.

There are a few 7990's going about, i was looking at a £1200 7990 hybrid cooling one earlier, 1100mhz boost clocks that needed 3 x 8pin so crazy price and power usage, would be some card though.

I thinks it's good they're waiting, AMD hasn't been pushing the margin hard enough lately. The HD7000 series is what the HD6000 should've been, and from what I heard it seems that the HD8000 is mostly just a step up from the HD7000, so if waiting means it'll be better (even if just because of drivers) then great.

Game design etc. is in a little bit of a funk right now pending the release of the new consoles, and there really isn't anything that an HD 7900 GPU can't handle well @ 1080p. AMD doesn't need to release the HD 8000 series now, even if it was/is ready.

That's true too, 7970 has ~4.2tflops of compute power and U4E needs around that to run with all bells and whistles.

Im not happy with this news
I bought a GTX 660 to my new PC as a cheap and temporary card untill next gen arrives. I whas optimistic and hoped for new cards from NVIDIA or AMD quite soon. Now om stuck with GTX 660 for a long time ahead.

Its only the proper 680 thats coming this month (Titan), their next series isn't coming out until after AMD's.

Q4 2013 seriously.? Not that there exist games to surpass the strength of current enthusiast hardware, but it's so...well, pushed back.
Let's hope drivers are gonna catch perfection until then.
